Polycarbonate plastic material.  Outside diameter of Top Cap is 1 1/2″.  Inside diameter of Retainer Ring is 1 3/4″.  If you purchased your Titan Telescoping Flagpole prior to 2010, you will also need to replace the Top (small) Swivel Ring in addition to the Top Cap Set.
